Torch backend for the omnibias-fields operator surface.

Exposes the functional op surface (omnibias.fields.torch.ops) and the thin dispatch router (omnibias.fields.torch._ops_dispatch) that the attribute-DSL views forward into via state.ops.<fn>(...).
